Is Boca Raton in the HVHZ?
No. Boca Raton is in Palm Beach County, one county line north of Broward, and the HVHZ covers exactly two counties — Miami-Dade and Broward. The zone is defined in the Florida Building Code and detailed in its dedicated High-Velocity Hurricane Zone sections (Building, §§ 1616–1626). The boundary stops hard at the Broward–Palm Beach line, so Boca Raton sits just outside it.
That single fact reshapes a remodel’s paperwork. The HVHZ is not a loose synonym for "South Florida"; it is a precise jurisdictional line drawn at the county boundary. A home on the Broward side of that line answers to the strictest product-approval regime in the state, while an otherwise identical home a few miles north in Boca Raton answers to the statewide rules — even though both face the same ocean.
Why the line is a county boundary, not a coastline
The HVHZ was built after Hurricane Andrew struck Miami-Dade in 1992, and the legislature drew it on county lines because counties are how permits and inspections are administered. Broward later joined Miami-Dade inside the zone. Palm Beach County never did, which is why Boca Raton — for all its oceanfront exposure — is governed by the non-HVHZ provisions of the code.
What "outside the HVHZ" does not mean
Outside the HVHZ does not mean outside hurricane country. It means one specific thing: the products on your remodel are approved under the statewide system rather than the county system. Every other coastal-exposure rule — wind load, opening protection, flood elevation — still applies, and on the Palm Beach coast several of them apply at near-HVHZ severity.
Florida Product Approval vs a Miami-Dade NOA
The practical difference for a Boca Raton remodel is which approval document a product must carry. A Florida Product Approval is the statewide system, administered by the Florida Building Commission under Rule 61G20-3; a Miami-Dade Notice of Acceptance (NOA) is the local Miami-Dade approval. Outside the HVHZ, the statewide FL number is sufficient.
Both documents certify that an envelope product — a window, door, shutter, or skylight — was tested against the code. The gap is jurisdictional. An NOA is required inside Miami-Dade and Broward and is honored everywhere else. A statewide approval is accepted everywhere too, but it only enters the HVHZ if it carries a specific HVHZ endorsement. In Boca Raton, that endorsement is simply not part of the equation.
What the FL number documents
An FL number is the statewide passport for an envelope product, and the permit set has to cite the exact one for the product on the drawings. Each approval ties one tested assembly to its ratings.
- FL number and revision — the unique statewide reference (and current revision) the plans must list.
- Design pressure rating — the positive and negative wind pressures, in pounds per square foot, the assembly is approved to resist.
- Impact classification — whether the unit is large-missile rated and therefore usable as opening protection.
- Installation instructions — the anchor type, spacing, and substrate the approval is conditioned on.
- Status and limits — whether the approval is current, and the configurations and conditions it covers.

When an NOA still shows up in Boca
An NOA is never wrong in Boca Raton — it is the stricter document, so a city plan reviewer accepts it. It is simply not mandatory. Manufacturers that sell heavily into Miami-Dade often hold an NOA and a statewide FL number for the same product, and either one passes north of the county line.
What Wind Speed Does Boca Raton Design To?
Boca Raton designs to a high ultimate design wind speed even though it is outside the HVHZ. For Risk Category II buildings — ordinary homes — the coastal Palm Beach value lands at roughly 170 mph under ASCE 7, the wind-load standard the Florida Building Code adopts. The exact figure varies block by block, generally in the 167–170 mph band across the city.
For comparison, Broward County’s Risk Category II design speed is also about 170 mph, and Miami-Dade is about 175 mph. The Boca Raton number is essentially shoulder-to-shoulder with the HVHZ — the structural demand on the coast is nearly identical. What differs is the approval paperwork the products must carry, not the wind the building is engineered to survive.
Why design wind speed and the HVHZ are separate questions
Two different code mechanisms are at work, and they answer different questions. Conflating them is the most common Boca Raton remodel mistake.
- Design wind speed (ASCE 7)
- Sets the load the structure and its openings must resist, mapped continuously across the state. It rises toward the coast regardless of county and is high in Boca Raton.
- HVHZ designation (FBC)
- Sets the approval and testing regime products must meet, drawn on county lines. It applies only in Miami-Dade and Broward, so it does not apply in Boca Raton.
- Where they meet
- A Boca opening must resist a near-HVHZ wind load, yet it satisfies that demand through a statewide FL number rather than an NOA.
The takeaway is that a low approval bar (statewide, not HVHZ) sits on top of a high engineering bar (~170 mph). The product still has to be strong; it just does not have to be Miami-Dade approved.
Palm Beach County Opening-Protection Requirements
All of Palm Beach County, including Boca Raton, is a Wind-Borne Debris Region (WBDR), so glazed openings must be protected against flying debris. Under Florida Building Code § 1609.1.2, that means impact-rated windows and doors, or approved shutters over standard glazing. Outside the HVHZ this protection is satisfied with FL#-approved products.
The WBDR is the code’s map of where debris protection is mandatory, and it is far larger than the HVHZ. The Florida Building Code defines it, in line with ASCE 7, as areas within one mile of the coastal mean high-water line where the ultimate design wind speed is 130 mph or greater, plus any area where that speed reaches 140 mph or greater. Boca Raton’s ~170 mph coast clears both triggers comfortably.
How protection is achieved
A Boca homeowner has two compliant routes to opening protection, and the choice is about product type, not about whether protection is optional.
- Impact-rated glazing — windows and doors that pass large-missile impact and cyclic pressure, carrying an FL number for that protection level.
- Approved shutters — accordion, roll-down, or panel systems over standard glazing, each with its own FL number for the rated design pressure.
- Mixed assemblies — impact glass on some openings and shutters on others, as long as every opening is covered by one method or the other.
Garage doors and skylights count too
Opening protection is not limited to windows and entry doors. A garage door is one of the largest openings on the house and must carry its own FL number for the rated design pressure, and skylights fall under the same WBDR rule. Leaving either out is a frequent reason a Boca permit is corrected.
Whichever route a project takes, the unprotected option does not exist on the Palm Beach coast: a glazed opening with no impact rating and no shutter fails the WBDR requirement at inspection.
Do Boca Raton Impact Windows Need an HVHZ Rating?
No. Impact windows for a Boca Raton remodel do not need a Miami-Dade NOA or an HVHZ endorsement. They need to be impact-rated and to carry a current statewide FL number whose design pressures meet the local wind load. Outside the HVHZ, that FL-numbered impact product satisfies the WBDR opening-protection rule on its own.
The confusion comes from the test labels. HVHZ products are qualified under the Miami-Dade Testing Application Standards — TAS 201, 202, and 203 — while non-HVHZ impact products are typically qualified under the national standards the code references, ASTM E1996 and ASTM E1886. Both prove a unit survives large-missile impact and repeated pressure cycles; the HVHZ simply mandates the TAS route.
Reading the rating on the label
An impact product’s approval will state the test path it passed. For a Boca project, an FL number citing ASTM E1996 large-missile performance is the expected, accepted credential — there is no need to hunt for the TAS-protocol or NOA language that an inland buyer might otherwise ignore.
How the national and Miami-Dade tests line up
ASTM E1996 sets the missile and pressure level, and ASTM E1886 is the impact-and-cyclic test method; the HVHZ’s TAS 201/202/203 are Miami-Dade’s parallel, generally stricter protocols. A Boca opening qualified to the ASTM pair meets the WBDR rule without the TAS route.
When you would still buy an HVHZ product
A homeowner sometimes specifies an HVHZ-rated unit in Boca anyway — for resale optics, for a single product line that happens to be NOA-listed, or because a coastal builder standardizes on it. That is a preference, not a code requirement, and it should be a deliberate choice rather than an assumption that the zone reaches Palm Beach.
Which approval does a Boca opening need?
- If the address is in Miami-Dade or Broward — require a Miami-Dade NOA or an HVHZ-endorsed FL number. (This is not Boca Raton.)
- If the address is in Boca Raton / Palm Beach County — require an impact-rated or shuttered opening with a current statewide FL number meeting the local design pressure.
- If a product carries an NOA anyway — accept it; it exceeds what the city requires north of the county line.
The throughline is that Boca Raton asks for genuine impact protection at a real design pressure, documented by a statewide FL number — nothing more exotic than that.
What Sitting Outside the HVHZ Changes for the Project
Being outside the HVHZ widens a Boca Raton remodel’s product field without lowering its strength. The job can specify any FL#-approved impact window or shutter that meets the local design pressure, rather than being limited to the narrower, often pricier set of products that also hold a Miami-Dade NOA. The engineering target is the same; the catalog is bigger.
That matters because not every manufacturer pursues a Miami-Dade NOA — the county’s testing and listing process is its own undertaking. Restricting a Broward job to NOA-listed products is unavoidable; a Boca job has no such restriction and can choose the best-fitting FL#-approved assembly for the opening, the aesthetic, and the schedule.
