Do You Need Approval to Redo the Floor?
For interior floors, almost certainly not. The City of West Palm Beach Historic Preservation Division reviews exterior work only — it does not review interior remodeling. Refinishing, repairing, or even replacing the floor inside a contributing home in El Cid, Flamingo Park, or Old Northwood generally proceeds without a COA, because nothing visible from the street changes.
That distinction is the single most useful fact for a historic-home owner, because the fear of a board hearing is what pushes people toward a full tear-out by a contractor who does not want the paperwork. The paperwork is not there. What is regulated is anything an inspector or neighbor sees from the public right-of-way.
What a Certificate of Appropriateness actually covers
A COA is the city’s sign-off that an exterior change suits a designated property. It applies to roofs, windows, siding, doors, additions, driveways, and fences — the building envelope, not the floor under your furniture. The review is run by the West Palm Beach Historic Preservation Board against the Secretary of the Interior’s Standards for Rehabilitation.
Staff review versus a full board hearing
Not every exterior item reaches the board. West Palm Beach preservation staff can approve minor work administratively — routine maintenance, exact-material replacement, and small changes, especially on elevations not visible from the street. Major alterations, additions, and anything touching the front facade go to the HPB. The COA packet includes a matrix that sorts each item into permit review, staff review, or full board approval.
Where a floor project can still touch the exterior
The floor itself stays clear of review, but an adjacent move may not. Re-screening an enclosed front porch, swapping a visible exterior door at a threshold transition, or altering a street-facing window during the same job are exterior items that can trigger a COA. Keep the scope to the interior floor and the question never arises.
What Floor You Actually Have
Before any sander touches it, identify the species, because it changes everything downstream. In a West Palm Beach home built during the 1920s land boom, the original floor is almost always heart pine — the dense, resin-rich heartwood of old-growth longleaf pine — or, less often, white or red oak in a later or higher-end house.
Why heart pine is special
Heart pine came from longleaf trees that grew for a century or more, packing tight growth rings and high resin into a board far harder and more stable than the fast-grown pine sold today. That old-growth stock is effectively gone, which is why a salvaged original floor is not just character — it is material you cannot buy new in the same density. New "heart pine" is typically reclaimed from old barns and beams, not freshly milled.
What sets old-growth heart pine apart
- Density. Slow century-plus growth yields tight rings and a harder, more wear-resistant board than modern plantation pine.
- Resin content. High natural pitch makes the heartwood more dimensionally stable and naturally rot-resistant.
- Irreplaceability. Virgin longleaf forest is gone, so the supply is finite reclaimed stock, not new lumber.
- Patina. A century of oxidation gives a depth of color no stain on new wood reproduces.
Each of those traits is an argument for keeping the original boards rather than replacing them — the floor is, in material terms, an upgrade over anything sold new at the same price point.
How to tell heart pine from oak from later replacements
- Heart pine
- Warm amber-to-reddish tone, tight straight grain with occasional pitch streaks, narrow-to-medium boards. It smells faintly of resin when freshly cut or sanded.
- Oak
- Open, coarser grain with visible rays; lighter tan-to-honey color. Harder under the sander and less prone to gouging than soft new pine.
- Later patch boards
- Look for a section milled to a slightly different width or sheen — evidence a prior owner replaced damaged planks. These often sand and stain differently and need their own attention.
Pull a heat register or threshold to see the board cross-section. The thickness you find there tells you, more than anything on the surface, how much restoration the floor can still take.
Refinish vs Replace: the Preservation Default
The preservation default is unambiguous: restore the original boards wherever they are structurally sound. The Secretary of the Interior’s Standards put it plainly — deteriorated historic features shall be repaired rather than replaced, and replacement is reserved for features too far gone to save. An original heart pine floor under decades of paint or carpet glue almost always reads as "repairable."
That is not nostalgia; it is the better-performing choice in a humid climate. A century-old longleaf board has already reached moisture equilibrium with the building and has stopped moving the way fresh lumber does. Tearing it out to install new solid wood reintroduces all the acclimation and cupping risk that a Florida acclimation cycle exists to manage. Restoration keeps the floor that already survived a hundred summers.
Restore or replace, by condition
- Sound boards, worn or painted finish — sand and refinish. The default for most rooms.
- A handful of rotted or insect-damaged boards — splice in matched salvaged stock, then refinish the whole field so it reads as one floor.
- Surface already sanded near the tongue — stop sanding; recoat or screen-and-coat instead of a full cut.
- Widespread rot, termite loss, or sagging joists — structural repair first; replace only the boards that cannot be saved.
Replacement, in other words, is a last resort applied board by board — not a default applied to the whole room. The goal is to keep as much original material as the structure allows.
How Much Sanding Is Left in the Floor
A solid wood floor is a finite resource: every sanding removes thickness, and there is a hard floor below which it can no longer be cut. The controlling number comes from the NWFA sand-and-finish guidance — if usable wear thickness (the wood above the tongue) drops below 3/32 in (2.5 mm), the floor should not be sanded again.
What a 3/4-inch board can take
A standard solid tongue-and-groove board is 3/4 in thick, with roughly 1/4 in of wood sitting above the tongue. A professional sanding removes only a few thousandths of an inch, so a never-over-sanded original floor can typically be fully sanded several times across its life before reaching the limit. Measuring the cross-section at a threshold tells you where this specific floor sits on that budget.
When to screen-and-coat instead of sand
If the wear layer is thin, or the finish is simply dull rather than damaged, a screen-and-coat (abrading the existing finish and adding a fresh top coat) renews the surface without removing wood. It is the right call to preserve a floor that has already been sanded a few times.
- Full sand-and-finish — for deep scratches, gouges, paint, glue, or color change; removes a thin layer of wood.
- Screen-and-coat — for a dull or lightly worn finish on a sound, color-acceptable floor; removes no wood.
- Spot repair plus recoat — for isolated damage where the rest of the finish is fine.
Choosing the least-aggressive option that solves the actual problem is how an original floor is made to last another generation rather than being used up in one renovation.

The Crawlspace, Not the Slab
This is where a historic West Palm Beach home diverges sharply from a newer South Florida build. Most modern homes here sit on a slab-on-grade, where the moisture question is the slab’s MVER. A 1920s house instead sits on raised piers with a vented crawlspace under the floor — so the moisture comes from below as humid air, not as vapor through concrete.
Field research on raised wood-frame floors shows the problem precisely: in an open-pier home, crawlspace vapor pressure essentially tracks outdoor humidity and exceeds indoor levels from May through October. That warm, wet air meets the cooler underside of an air-conditioned floor and drives the board’s moisture content up exactly during the months it should be drying.
Why the old vents make it worse
The original foundation vents were meant to dry the crawlspace, but in a subtropical climate they do the opposite — they pull saturated outdoor air in to condense on cool surfaces and framing. Left open, they keep the joists and the underside of your restored floor damp through the wet season.
The fix is to treat the crawlspace, not the floor: lay a ground vapor retarder over the soil, address standing water and grading, and manage the vents — increasingly by sealing and conditioning the space rather than leaving it open. Matching Original Boards When a Few Fail
When rot or termites have taken individual boards, the preservation-correct repair is to splice in stock that matches the original in species, width, and grain — not to switch the room to a new product. Done well, the patched boards disappear into the field after the whole floor is sanded and finished together.
Where matched stock comes from
Because old-growth longleaf is no longer milled, replacement heart pine is sourced as reclaimed material — salvaged from period buildings, barns, and beams. Width and thickness are matched to the existing floor so the new piece sits flush in the tongue-and-groove. Oak floors are easier to match from current solid stock.
Blending color and finish
New or reclaimed boards rarely take stain identically to a century-old floor on the first pass, so color is built up and adjusted before the field coat. A historic floor restoration runs in a fixed order, because each step depends on the one before it. Skipping the moisture and structural work to get to the pretty part is how a beautiful new finish ends up cupped a summer later.
